How campaign managers run a GOTV voting-plan call sequence

A GOTV call program is a sequence: confirm support, capture a voting plan, remind through every legal window, and work the people who go silent. Extra Saturday hours on an unclean list is not that sequence.

GOTV is not a weekend

Confirm support, capture a voting plan, remind through every legal window, then work silence. That is a sequence, not a Saturday phone bank bolted onto an unclean file.

If you want the operated version of this work, start with GOTV services — this article is the manager sequence, not that page’s commercial definition.

Build the call universe

IDs only. Persuasion targets, hostile households, and “not home, no note” rows do not belong on Election Day dials. Build the universe from confirmed support and keep one status field the whole shop can see.

Separate vendor lists are how the same person gets three reminders and no ride. One supporter record. The last conversation updates support, plan, and whether a human is still required.

The voting-plan call

Method, date, ride, mail-ballot status, reminder opt-in. One call that produces a plan beats three “can we count on you” dials that leave the file unchanged.

Write the plan in the record before you hang up. A plan that lives in a volunteer’s memory is not a plan.

What the call has to leave in the file

  • Support still confirmed — or moved off the universe.
  • How they vote (early in person, mail, Election Day).
  • Date or window they named.
  • Ride, ballot status, or other blocker if they named one.
  • Whether they agreed to a reminder, and on which channel.

Windows

Early vote, mail, election week, Election Day. Different script, same list. The plan you captured in August is the script you use in October — not a new “who are you voting for” cold call.

Do not run the same Saturday script across every window. The ask changes. The universe does not.

Working silence

One missed call is not a lost vote. Second channel, then a person. Priority precincts first. Do not burn the file with five identical voicemails.

Volunteer and vendor capacity

A manager can staff a tight universe and a Friday voting-plan shift. An execution team can operate the queue when the campaign cannot. Those are different capacities, not a slogan.

See GOTV services and campaign execution capacity when the gap is hours, not a missing script.

Metrics that matter

Plans captured, ballots requested, votes confirmed. Dials are a cost. They are not the result.
